GORHAM — The Planning Board Monday postponed for further review action on four housing projects, including an expansion request to build 61 duplex condominiums with 122 units.

Kasprzak Landholdings Inc. is seeking approval for a buildout in Phases 4-6 at Pheasant Knoll Condominiums, for ages 55 and up, off Fort Hill Road (Route 114). The site near the University of Southern Maine campus is served by public water, sewer and natural gas.

Robert Georgitis, vice president of Kasprzak, presented plans to the board at Monday’s meeting. The expansion was introduced to the Planning Board in 2014.

The Planning Department will set a date for a site walk.

The project is in a contract zone and Town Planner Tom Poirier said the proposed expansion would return to the Town Council for review.

The town’s initial approval for the first stages of the project was granted in 2003.

At Monday’s meeting, Richard Caldwell, 8 Ridgefield Drive, president of the homeowners association, spoke of parking concerns at the end of Ridgefield and the closeness of proposed homes to existing ones.

Project engineer Owens McCullough of Sebago Technics said after the meeting that the buildout could possibly start in the spring.

In other acion, the Planning Board also postponed review of a 15-unit, multi-family development in four buildings off South Street proposed by Susan Duchaine of Design Dwellings. Duchaine sought preliminary approval.

The board is seeking more information about the feasibility of extending public water along South Street to the proposed site. According to Duchaine’s figures, a waterline extension would cost $400,000.

Representing Duchaine, Andrew Morrell of BH2M Engineers said extension of water for the project would be “a financial burden.”

The proposed project is situated near the roundabout that links South Street with the Bernard P. Rines Bypass. Duchaine’s project might not be built as the parcel could be of  future interest to the Maine Turnpike Authority in the eventuality of a spur to the bypass.

The Planning Board also postponed a proposal by S.B. Enterprises for Phase 2 of Tannery Brook Subdivision with an additional 13 family lots and a proposal by Kurt Christensen for a four-lot subdivision off 765 Fort Hill Road.
