AUGUSTA – Catherine Lockwood, M.D., who practices in Westbrook, accepted a reprimand from the Maine Board of Licensure in Medicine in a consent agreement signed November 13, 2012. In addition, Dr. Lockwood may prescribe controlled substances for no more than ten consecutive days to treat acute conditions.

The board was contacted by the Maine Office of the Attorney General, the Maine Drug Enforcement Agency and a practitioner regarding Dr. Lockwood’s prescribing of controlled substances and opened a complaint, according to a state press release. In the consent agreement, Dr. Lockwood concedes the board has sufficient evidence from which it could conclude that she failed to adhere to Board Rule Chapter 21 “Use of Controlled Substances For Treatment of Pain” and to current “Universal Precautions” for the treatment of patients for chronic, non-cancer pain. The concerns with Dr. Lockwood’s care included chronic pain management, choice of medications, use of follow-up plans, use of poly-pharmacy, and medical record documentation, the release said.

All board disciplinary actions are reported to the National Practitioner Data Bank, the Health Integrity and Protection Data Bank, and the Federation of State Medical Boards Action Data Bank. These reports are regularly reviewed by every state licensing board in the country.

The board is made up of six physicians and three public members appointed by the governor. Disciplinary actions taken by the board are available to the public either by telephone at 287-3601, or on the board’s website at www.maine.gov/md.
