At the Saco City Council May 16 workshop session, discussed was an agenda item relative to bonding for a new school. In essence, the subject was to move ahead with a school building plan where financial numbers are not yet detailed. Mayor Michaud spent considerable energy to move the matter forward. Consensus of council members present was not apparent.

A major concern is financing. The school board in 2010 failed to make application for a school construction grant with the state of Maine. Historically, the state invites communities to apply for inclusion on the state school construction list every five or so years.

This means that any school construction program presented to the voters and passed would result in a 100 percent cost to local taxpayer, i.e., no state aid. Saco taxpayers would have to fully fund a construction project between $20 million and $30 million at the outset.

A second consideration is the absence of a strategic plan for upgrading and/or replacement of schools. With a new school superintendent, whose immediate focus is on curriculum, it might behoove the community to delay the process for a school building for a year or so. He can then provide his professional input into the process, as well as submit an application for state funding for whatever option is most desirable for our current and future students.

Another consideration is the timing of the relationship between Thornton Academy and other communities sending their students there. This may present an opportunity for Saco to send its students there, especially if space becomes available. Should it be necessary to add classrooms at TA, it may be more cost-effective than building a new elementary school and rehabbing others.

Saco Citizens for Sensible Government realizes the school board has spent considerable time reviewing options; however, it would appear that a fresh look at all alternatives is prudent. The schools are not falling down. We urge our civic leaders to sit down and develop a strategic plan for our children.
