Construction of a new bank on William Clarke Drive, shown in this architectural rendering, is slated to begin later this month. Saco & Biddeford Savings Institution will start work on the 3,900-square-foot building on the same site as Hannaford. The bank’s sixth branch is scheduled to open in December 2008 or January 2009. On Monday, the City Council gave the bank preliminary approval for a freestanding sign. “We think there’s a lot of opportunity here,” Marc Gagnon, bank executive vice president, said about Westbrook. “The city is moving forward and we want to be part of that.”
