It’s still anyone’s guess how the Westbrook City Council will vote on changes to the city’s comprehensive plan and a proposed contract zone for Stroudwater Place, the state’s largest retail development proposed for Stroudwater Street.

With two weeks to mull comments from a public hearing Oct. 6, some councilors say they still don’t know how they will vote at their meeting Monday.

Council President Brendan Rielly said his vote will depend on new information presented to the City Council by the developer Monday.

“I still don’t have the slightest idea of what this thing is going to look like,” Rielly said about the fact that the pictures of a high-quality, mixed-use retail center presented don’t match what’s written in the contract zone. “The contract zone would permit them to build a strip mall,” he said.

Rielly did say he has no intention of “killing the project,” but he needs to “at least get the most basic description from the developer of what they are going to do” before he can vote in favor of it.

Originally, the City Council was supposed to vote on the changes to the comprehensive plan and the contract zone last week, but voted 4-2, with Councilors John O’Hara and Mike Foley opposed, to table to vote until Monday so that Councilor Suzanne Joyce, who had broken her leg and wasn’t able to attend the meeting, could participate.

Developer Jason Snyder first proposed the 1.6-million-square-foot, $300 million development in February. It has already been through a review by the Planning Board, which recommended the City Council make the necessary changes to the comprehensive plan and approve the proposed contract zone.

Councilor Lyle Cramer said the Planning Board’s recommendation is something he feels like he can rely on. “I support this project enthusiastically,” he said.

Joyce, who went through surgery this week, said she definitely supports the project, but also would like a few more answers to the questions that have been posed. “I’m still waiting to see,” she said.

The City Council is scheduled to take a preliminary vote on changes to the comprehensive plan and the proposed contract zone at 7 p.m. in Room 114 at Westbrook High School.
