The Westbrook City Council is scheduled to take its final vote Monday to allow the state’s largest retail center – proposed for Stroudwater Street – to move forward.
The Council gave unanimous approval last week, in a preliminary vote, to a contract zone requested by developer Jason Snyder. Snyder first came to the Council in February with his proposal to build a $300 million, 1.6-million-square-foot retail development, replete with stores, restaurants and public amenities, such as a farmers market and skating rink.
The Council also voted last week 6-1, with Councilor Drew Gattine opposed, to make changes to the city’s comprehensive plan to be consistent with the project.
The unanimous vote approving the contract zone came after a series of amendments by Council President Brendan Rielly and Councilor Suzanne Joyce, which added stipulations regarding traffic studies, limits on the size of the development and the mix of uses, among others.
City Solicitor Bill Dale said at the meeting that he would review those amendments to determine if they were substantial enough to require further review by the Planning Board.
If Dale determines they are, and the Council agrees, the Planning Board would have to hold another public hearing of its own and make another recommendation to the City Council before a final vote can be taken.
If not, the City Council could approve the changes to the comprehensive plan and the contract zone Monday, allowing Snyder to begin the site plan review process.
The meeting Monday will be held at 7 p.m. in Room 114 at Westbrook High School.
