Mayor Bruce Chuluda presents the city’s Employee of the Year award to Arty Ledoux, deputy director of public services, at a City Council meeting Monday. The award came as a surprise to Ledoux, who was asked to go to the meeting to represent the department in place of Director Tom Eldridge, who said he couldn’t make it that night. Ledoux didn’t know the real reason he was there until, as Chuluda stood at the podium, his family and friends filed into the room. “I was quite surprised,” said Ledoux, who grew up in Westbrook and has worked for the city since 2000. The award also includes a week’s paid vacation.
