GORHAM – The Gorham Town Council, in an executive session of a special meeting Tuesday, discussed what to do with a former fraternity house at 27 Preble St., seized last month on matured tax liens.
Town Manager David Cole said Wednesday he expects the tax-acquired property disposal issue to be on the council’s agenda on Tuesday, Aug. 3.
Following Tuesday’s executive session, the Town Council approved an amendment to the union contract of the Gorham firefighters, which was also an executive session topic.
Cole said the firefighters’ deal calls for no wage increases this year and a wage increase based on the consumer price index for next year, with a 2 percent minimum and 3.5 percent maximum.
With the town expecting development growth in the South Gorham area, the Town Council in a workshop part of Tuesday’s meeting heard reports about a sewer extension proposal and a zoning concept.
Michael Stein of Woodard and Curran, an engineering firm in Portland, and Jay Hewett, a wastewater engineer at Portland Water District, presented a preliminary report on a sewer extension.
The proposal under study would extend the sewer line along South Street from its intersection at Weeks Road to County Road and then easterly along County Road to the Scarborough town line. An estimated cost was pegged at between $11 million and $14 million.
In another presentation, Bruce Hyman, a planner with GrowSmart Maine in Portland, told about the form-based zoning concept. Hyman said form-based codes focus on relationships of buildings and buildings to streets, along with quality of public spaces with, as an example, landscaped streets
“It’s all about relationships,” Hyman said.
Hyman said Standish is considering form-based zoning for its village areas and he said Dover, N.H., has adopted it for its downtown.
