• Army Pvt. Heather M. Lipps has graduated from basic combat training at Fort Jackson, Columbia, S.C. Lipps is the niece of Theodore Lipps of South Portland. She is a 2009 graduate of Portland High School.
• Michael Ricci, M.D., a vascular surgeon at Lewiston’s Central Maine Heart and Vascular Institute since June, has been appointed state air surgeon for the Vermont Air National Guard. Ricci has served as a flight surgeon since 2003, most recently as the commander of the 158th Medical Group.
In addition to several humanitarian missions, he has twice deployed to Balad, Iraq, and once to Bagram, Afghanistan, where he was a flight surgeon and a vascular and trauma surgeon in Air Force theater hospitals.
Ricci is also professor of surgery emeritus at the University of Vermont, where he worked as an educator and clinical vascular surgeon for 23 years.
