A new development on Harrisburg Avenue in Westbrook is one step closer to becoming a reality.

On Tuesday, the Westbrook Planning Board gave the development a unanimous favorable recommendation to the City Council, which will review the plan at an upcoming meeting for final approval.

The seven-building, 14-duplex development had some changes after the board went on a site walk last weekend with the project developers and Jon H. Whitten Jr., of Terradyn Consultants, who is representing this project. According to Whitten, abutters to the property asked for changes to create more of a visual barrier between their two properties and two of the buildings proposed in the development.

Whitten said those two buildings will be turned 12 degrees away from the houses and if the neighbors are still concerned after the duplex is built, a row of mature trees will be added between the buildings to block the houses.

The applicant on the development project, Harrisburg Development LLC, recently purchased the two acres from Clarissa Davis, who will retain space near the property for her own home.

The proposal includes 14 three-bedroom condos, each with a garage and a wooden deck at the back. Whitten also worked on the recent development at 211 Longfellow St., in Westbrook.
