After hearing from neighbors Monday in a workshop, the Gorham Planning Board referred its review of a five-story building proposed in Gorham Village to its Ordinance Committee and talk with the town lawyer.
Jon and Cindy Smith, of Great Falls Construction Inc., are seeking a contract zone to build the project at 17 Railroad Ave., site of a former lumber yard. The building, which hasn’t been designed yet, would house a bowling alley and 30 apartments.
“It’s helping to fill a void in housing,” said Owens McCullough of Sebago Technics, who represented the Smiths in Monday’s meeting.
The allowable height of buildings in the urban commercial zone in Gorham is 35 feet and the height of the proposal is undetermined. The project would have 20 covered parking spots in addition to on-street parking. A couple of Robie Street neighbors aired concerns about parking, noise and safety of children walking to the nearby Village Elementary School on Robie Street.
Edward Zelmanow, Planning Board chairman, said the proposed project is at a blind corner.
“Line of sight will be one of the issues,” Zelmanow said about parking spots, traffic and visability.
Kathy Kigin, 12 Preble St., raised a concern about additional traffic on her street. Kigin said it would put “a strain on our small, residential street.”
The Gorham Town Council has asked the Planning Board for a recommendation, and the council would have the final word in granting a contract zone for the request.
In another workshop discussion, Susan Duchaine of Design Dwellings Inc., is seeking permission to build a 14-unit condominium project at 346 Main St. in the office residential and urban residential zones. Part of the proposal would be merged with the Snowbird condominiums in Allen Acres.
The proposal brought out neighbors from the Lawn and Garden avenues area. Andrea Gillman of 16 Lawn Ave. had moved to Gorham from South Portland. Gillman raised issues about the project that included traffic and closeness to her property.
The next step will likely be a site walk for planners.
