Rescue personnel found the body of 20-year-old Ciara Cooper on Thursday, a day after they recovered the body of her grandmother, 61-year-old Judy Richards. The 2 are believed to have drowned after Richards’ truck got swept up in flood waters while trying to cross a bridge Monday.
