Live Nation, which wants to build a concert venue next to Portland City Hall, has been found guilty in federal court of operating as a monopoly, violating federal and state antitrust laws. Its employees bragged about charging excessive fees to its customers. They bullied venues and artists.

Live Nation is unrepentant. Is this enough for the Portland City Council to conclude Portland does not want to host this kind of thuggish business, and ban Live Nation from opening the venue as they would if a convicted gang wanted to run the business?
