Windham gunman charged with terrorizing

Windham police say an extremely intoxicated Raymond C. Marshall III was driving around his property firing shots from a hunting rifle and frightening neighbors Wednesday night. He was arrested with the aid of a Taser.

Several neighbors on the Marshall Valley Road and Highland Cliff Road called to complain about Marshall at about 9 p.m. Wednesday, police said.

He was yelling about his right to carry guns and something about terrorists. He had fired about 20 shots in 45 minutes, police said.

Several fearful families left the area, police said, and an automated telephone alert was issued to people in the area to stay indoors.

Officers encountered Marshall, 37, near his garage and when he refused to drop his gun, they tackled him, struggled and ultimately used a Taser to disable him so he could be arrested, police said.

Nobody was injured.

Marshall is charged with reckless conduct with a firearm, terrorizing and creating a police standoff. He is being held at the Cumberland County Jail on $2,560 bail.
