TOPSHAM — A Winter Street resident arrested Monday, March 15, on a charge of criminal restraint after allegedly enticing a 5-year-old girl into his apartment will undergo psychological evaluation.

Stuart Bull, 39, allegedly lured the child into his Whispering Pines apartment at 53 Winter St. at about 3:30 p.m. while she rode her bicycle. A witness, resident Lori Brown, alerted the girl’s mother.

Police said Brown and the girl’s teenage sister asked Bull to release the girl, but he refused. After Brown and the girl’s sister broke a glass door to get in, Bull locked himself and the girl in a bedroom.

Another neighbor eventually smashed the bedroom door, which allowed the girl to escape. Police said Bull fled and was tracked and apprehended a short distance from the apartment by K-9 Officer Robert Ramsay.

Topsham Police Lt. Chris Lewis said on Tuesday that Bull was arraigned by video at Two Bridges Regional Jail in Wiscasset and ordered to undergo a psychological evaluation after his attorney said he was unable to make a plea.
