SCARBOROUGH — Scarborough police say it will be up to the District Attorney’s Office to decide whether to press charges against a man that Walmart customers claim was taking pictures up women’s skirts last month with a miniature shoe camera.
Police on Tuesday confirmed that a store surveillance photo of the man that was released to the public helped police identify the suspect. However, after interviewing the man – his name is not being released – police decided not to charge him.

After learning that he would not be charged, members of the public wanted to know why he wasn’t.
The answer came Wednesday in the form of a message posted on the Scarborough Police Department’s Facebook page where followers had learned the day before that the man had been questioned.
The Department’s response read, “It is most likely a violation of privacy but the DA’s office needs to review the case and make the final decision.”
Several Walmart customers complained to police July 16 that the man used a miniature camera attached to his shoe to look up women’ s skirts.
