A lawyer with a conservation background is the new Casco Baykeeper, the Friends of Casco Bay announced Friday. Ivy Frignoca has experience teaching marine biology and ecology and has most recently worked with the Conservation Law Foundation as the group’s Oceans, Clean Water and Clean Air Advocate throughout New England.

“Ivy is a powerful package,” said former Casco Baykeeper Joe Payne, who retired from the post in January after nearly 24 years on the job. “She’s an environmental attorney, a former marine biology teacher and a skilled negotiator. I have high regard for her work ethic, her communications skills and the energy she brings to her work.”

Frignoca is only the third baykeeper in the environmental group’s history. Executive director Cathy Ramsdell stepped in on a pro tem basis while the search was on for Payne’s replacement. The search drew 65 applicants, who wrote essays, in addition to submitting cover letters and a resume.

Frignoca has lived in the watershed for more than 20 years and before that worked on environmental policy issues in Vermont, including advocating for protections for Lake Champlain.

Her duties as baykeeper will include plenty of time on Casco Bay aboard the research vessel Joseph E. Payne, a retrofitted AJ28 made in Winter Harbor by Alan Johnson.
