The removal of the underbrush near Interstate 295 (during the recent dismantling of homeless encampments) has created serious homeowner and tenant risks. It has forced an entire colony of Norway rats, commonly known as swamp rats, into an area directly adjacent to homes.
What is Portland’s rat management plan as they move into the city? They are a disease threat to children and pets. I have seen them during the day and had them run over my feet. Before the removal of the underbrush, I had never seen a single rat.
