A Biddeford man was arrested on a federal warrant Tuesday, accused of being part of a York County drug ring that authorities say was caught with guns, cocaine and heroin.

Obrian Barrett, 29, was brought in custody to U.S. District Court in Portland late Tuesday morning to face two charges of conspiracy to possess with intent to distribute drugs, one for cocaine and the other for heroin. Magistrate Judge John Rich III ordered him to remain held until a future detention hearing.

Barrett, also known by his initials O.B., had rented a hotel room at the Hampton Inn in Saco, where federal and state drug agents executed a search warrant on Jan. 6. His girlfriend had rented a storage unit in Arundel, which drug agents searched on Jan. 7, according to an affidavit by Thomas Lapierre, an agent with the federal Drug Enforcement Administration.

Officers arrested two men at the hotel – Todd Milliken, 35, of Biddeford, and Franklyn Adams, 38, of Connecticut – and seized 265 grams of crack cocaine, 34.5 grams of powder cocaine, 45 grams of heroin and nearly $27,000 cash. They also seized a handgun that Milliken wore in his waistband, Lapierre wrote in the affidavit.

At the Arundel storage unit, agents seized five firearms, 50 grams of heroin and 800 grams of cocaine, the affidavit states.

Investigators later charged another man, Karim Davis, 42, of New York City, with conspiracy in the case as well.

Barrett, Milliken and Adams each face up to 40 years in federal prison and fines of as much as $5 million if they are convicted.

Davis has already pleaded guilty in the case and faces up to 20 years in federal prison and fines of as much as $1 million at his sentencing on May 31.

Milliken, Adams and Barrett have yet to enter pleas and their cases remain pending.
