Westbrook PD announces Employee of the Year

Lowe

Westbrook Police Department announced on Facebook that School Resource Officer Dennis Lowe has been selected as the Chief Pierre Harnois Employee of the Year.

The award is named for Westbrook Police Chief Harnois, who was killed by a gunman during a standoff at a Limerick home in 1959.

Lowe is the school resource officer for Saccarappa, Congin and Canal schools and the middle school.

“He has developed an excellent relationship with the staff and students at all of them,” the announcement said.

In 2020, Lowe worked with the schools to set up traffic patterns and emergency drills that adhered to COVID-19 protocols.

Lowe handled several notable cases in 2020. These included an impaired driving crash on Route 302, a child abandonment case, for which he was awarded a Commendation of Merit, and an indecent conduct/unlawful sexual conduct case at a local store. Lowe was also the initial responding officer to a case involving a hidden camera in a rented room.

In December, Lowe worked with school personnel to help raise more than $1,700 to provide more than 10 local families with gifts and food for the holiday season.

Lowe is a drug recognition expert and routinely conducts exams in drugged driving cases. He has been recognized by the state as a leading drug recognition expert and was selected to represent Maine at the 2021 DRE national conference.

He also became a forensic phlebotomist in 2020 after completing a course that included five weeks of take-home college-level work, a three-day in-person class and a one-week clinical.
