SOUTH PORTLAND — The South Portland Housing Authority is accepting applications for 60 income-limited, one-bedroom apartments designed for individuals age 55 and older at Jocelyn Place, a community nestled at 41 Little Dolphin Drive in Scarborough, set to open its doors in late fall 2023.

Established in 1943, the South Portland Housing Authority, according to the organization, has a long-standing commitment to offering high-quality, equitable housing options for low to moderate-income individuals, seniors, individuals with disabilities, and families facing housing challenges.

When Jocelyn Place is finished, it will provide affordable housing for the increasing number of older people in southern Maine. Recent data shows that since 2000, there has been significant growth in the 45-64 age group. Although each town has its unique population, the overall trend is more older folks, fewer babies being born, and fewer young people.

Jocelyn Place offers a diverse and inclusive living experience, comprising a total of 60 units. Among these, 51 units are available at affordable monthly rents, ranging from $1,000 to $1,200. Additionally, there are nine project-based voucher units, where rents are set at 30 percent of the resident’s adjusted household income, making it accessible to a wide range of individuals and families.

Residents at Jocelyn Place will benefit from the convenience of bundled utilities, which include heat, hot water, wireless internet, and electricity. The community also features a host of amenities, such as 24-hour emergency maintenance, elevators, communal and fitness spaces, on-site shared laundry facilities, and ample resident parking. Accessibility is a top priority, with accessible units readily available to cater to specific needs.

Located in Scarborough’s Oak Hill neighborhood, Jocelyn Place offers walking access to the Hannaford shopping area, post office, banks, and municipal facilities. Its location also offers nearby access to Route 1 and I-295 and I-95.

Specific age and income limitations, as well as preferences for the waiting list, will be in effect. To qualify, individuals must be aged 55 or older. For the affordable housing units governed by the low-income housing tax credit program, the highest allowable income is $49,740 for single-person households and $56,820 for two-person households. Priority on the waiting list will be given to applicants who are already awaiting Section 8 or public housing assistance, individuals living or employed in Scarborough or South Portland, and those who are veterans or have been victims of a federally declared natural or national disaster.
