On Tuesday night, local lawmakers talked with the Windham Town Council about the proposed end of the personal property tax and the Business Equipment Tax Reimbursment (BETR) program. A bill now being worked on in Augusta would do away with personal property tax for business equipment purchased after April 1, 1995. When the tax goes, so does state reimbursement of the tax under BETR. While this might be a sign of relief for business owners, town councilors worried about the burden left on towns that now rely on personal property tax. Legislators assured the councilors that the state is required under the constitution to reimburse towns with at least 50 percent of the tax revenue lost if the personal property tax is abolished.
