A Portland man who has been in and out of jail because of his history of masturbating in public and assaultive behavior, was arrested again on Thursday.

Steven Ricci, 51, was arrested at his house at 915 Brighton Ave. Thursday and charged with two counts of criminal threatening with a dangerous weapon, a Class C offense.

The Portland Police’s behavioral health coordinator and a mental health liaison were meeting with Ricci for a prescheduled follow-up when he threatened them with a knife.

Ricci used the knife to cut off the GPS tracking device from his ankle, which he is required to wear as part of the terms of his probation.

He sustained a minor laceration to his ankle while cutting off the tracking device. No other injuries were reported.

Officers took him into custody without incident.

Ricci, who was born with brain damage and has cerebral palsy, was released in November after spending two years at the Maine Correctional Center in Windham on a felony charge for assaulting a medical worker. The judge in that case suspended a portion of his 44-month sentence so it would be hanging over Ricci as he served his probation.

Ricci is being held at Cumberland County Jail pending an arraignment. The investigation has been forwarded to Maine Probation and Parole for review.
