The Kauffman Foundation measures entrepreneurial activity along a two-year period on a state-by-state basis. Ranking is based on the number of businesses created during a period per 100,000 people. During the 2010-2012 period, Maine ranked 19th nationally, with 330 new business per 100,000 people.
