PORTLAND — The city of Portland is planning to close the inbound lanes of Franklin Arterial from Congress Street to Middle Street between the hours of 9 a.m. and 1 p.m. Tuesday. According to a city press release, traffic will be detoured from Congress Street to Pearl Street to Middle Street. Commuters may want to seek an alternate route to avoid traffic.
