s-sptankart-112709.jpgTom Dobbins was the manager of terminal support at the Sprague Energy tank farm in South Portland three years ago when the Art All Around project began. Now retired, Dobbins represents Sprague on the board of directors of the Maine Center for Creativity, which this week marked completion of the first of 16 storage tanks that will be repainted. When it’s done, the 261,000-square-foot artwork designed by Jaime Gili will be the largest permanent art display in the world.
