Congratulations to the Portland City Council for finding a way to resolve long-simmering disputes between bar owners and residents in the Old Port over noise complaints.

The council signed off on the creation of the Portland Sound Oversight Committee, which work with aggrieved parties to come to solutions both sides can live with.

The committee will have teeth: A business owner who does not live under the terms of an agreement could lose his entertainment license, which is a big deal in the competitive night-life district.

The problem has always been that loud music is only a problem when it is a problem. The same level of sound that keeps up the neighbors in one location could bother no one elsewhere.

By focusing on resolving the problems, the committee will help businesses stay in business and their neighbors get their sleep.
