A 22-unit apartment project has been approved for the former Twin Falls Golf Club in Westbrook.

The Westbrook Planning Board Tuesday gave the go-ahead to Flagship Spring Street’s plan for a mix of rental duplexes and multi-apartment buildings on 2.5 acres at 364 Spring St. The approval came after the project got a lukewarm response from the board in November, when members called for more aesthetic variety of building styles, more landscaping and green space.

The board called for more trees along the property line off Miles Lane but approved the project unanimously, noting that additional colors and styles on some of the buildings made a difference.

“We (initially had) 12 green arborvitae trees we are proposing to plant in a row to act as a fence long the property lines, and these were, what was communicated to me, what the neighbors were most concerned about it,” said engineer Dustin Roma of DM Roma, representing the developer.

While neighbors called for a fence, Roma said fencing ages and greenery looks better.

A sewer line nearby limits landscaping, he said.

Rooting trees or fencing there could complicate future work on the sewer line eventually could serve a larger development on the land, Director of Planning Jennie Franceschi said.

The old clubhouse on the property will be renovated into four apartments. Eight duplexes with three bedrooms each will be built and an existing two-unit apartment building on the property would be maintained.

Previously, a $1.2 million condo and commercial project was approved for another portion of the golf course, which is across from the Blue Spruce development. Those plans fell through in 2019 when developer Priority Real Estate said they couldn’t fit the project into their schedule. That project application and approval and has since become void.

“Thank you for the improvements, as far as the buildings look and modifications,” said Planning Board alternate member Larry McWilliams.
