South Portland council paves way for 80-unit apartment building, possibly with homeless shelter
The council gives preliminary approval to a zoning change that would allow the owners of the Howard Johnson hotel in Thornton Heights to build a five-story residential building nearby with the option of contracting space out for use as a shelter.
