PORTLAND — A 45,000-square-foot upscale apartment-and-retail development in the West End drew city officials to a groundbreaking Tuesday morning.

Mayor Michael Brennan, City Manager Mark Rees and City Councilor David Marshall joined developers Paul E. Peck, who is an attorney at Drummond & Drummond, and Jonathan and Catherine Culley, of Redfern Properties.

The $6 million, four-story West End Place is at the southeast corner of Pine and Brackett streets, and will have 39 apartments renting for $1,300-$2,500 per month, and two ground-floor retail spaces. The building will be the first new apartment complex in the city in more than 20 years without any rent-subsidized units for lower-income residents.
