Now that a federal judge has ruled that Portland’s ban on loitering and panhandling in street medians is unconstitutional (“Federal court strikes down Portland’s ban on panhandling in medians,” Feb. 13), I would suggest a simple solution.
Why not plant trees, ornamental bushes and flowerbeds in the median strips? This would help beautify the city and leave no room for loiterers.
Then use the money that it would cost to appeal the judge’s decision and help the legitimate panhandlers find jobs, housing or whatever else they need to get back on their feet.
