    Well-known Portland landlord Crandall Toothaker is renovating this and other buildings on Wilmot Street in Portland. Toothaker said he felt compelled to buy the properties, which were notorious for noise complaints and suspected drug activity, because the problems were causing tenants of his nearby apartment buildings to leave before their lease was up.
